For packet tracer activities, u must have teacher version of PT, not Student version. Note: older PT - like 5.x did not have teacher/student versions so u could create scenarios and lock them down. Same way u can create scenarios. If u have teacher version, there is a menu for activity/scenarios. Under Extensions, see Activity Wizard or Ctr +W. After that user needs to use 'Ferib' as password and can now gain access to the 'Activity Wizard'. From there you can change the password to whatever you'd like.
